There are literally thousands and thousands of potential terrorists in Europe who are known to security. Finding enough evidence to convict them all (which is the protocol required to arrest someone in a European country) is a lot easier said than done. In fact it's verging on impossible. Cool. Let them wander around at will till till the next atrocity then. What do think is the solution then? I don't know the exact figures but France alone have 15,000 potential terrorists known to security, so the number across Europe would at a guess be close to 100,000 or even beyond. It's not possible to take them all to court and find hard evidence against such a vast number of people in order to convict them. The alternative to that is arresting anyone who you think may be a terrorist or has links to terrorism, but that in itself would create a lot of issues. Arresting potentially innocent people for example, which would consequently result in riots and ironically, more terrorism. There's no easy way forward and if there was these attacks would have been stopped a long time ago. When all you need is a car to cause such devastation there's very little you can do to prevent it.

This is the trouble, the smaller the network the harder it is to scupper. One man with one car is almost guaranteed to get away with it so long as he doesn't run his mouth. Any talk of fighting this kind of low-level terrorism is fanciful which is why we might as well get used to it - it's here to stay.

I don't know what the solution is, all I know is that after something like this all the usual commentators etc will be out spouting their shock and horror paying lip service to Joe Public who in turn gather round a few candles, holding hands singing crap lullabies. The issue is, we know who these people are, we know their intentions but the authorities (as you mention) are shit scared of the repurcussions of detaining suspects unless they're wearing an explosive vest or carrying a foot long knife chanting Allah Akbar.
